New waterfront apartments are being completed at landmark Millers Quay

Celebrations were held at Wirral Waters to celebrate the hands-on completion of the first 150 highly sustainable waterfront apartments at Peel Waters’ Millers Quay development.

The £130m cornerstone residential scheme, which consists of 500 new homes spread across six buildings and offers far-reaching views across the water, is transforming the left bank of the River Mersey and is regarded as an exemplar in brownfield regeneration.

Millers Quay is the largest development to date at Wirral Waters, the largest regeneration project of its kind in the UK. The transformational Millers Quay development has 100 new affordable homes and has received praise for its social impact on the local community.

On completion, residents will shortly move into the one and two bedroom apartments in the first phase, which includes the ‘Copper Mill’ and ‘Steam Yard’ blocks. Phase two, which includes the final 350 new homes in the Soda Factory, Salt House, Glaze Works and Lime Studio blocks, is expected to be completed in early 2025.

Millers Quay is part of the emerging Northbank precinct in Wirral Waters, where contemporary and sustainable urban living is surrounded by green spaces and dockside walkways.

Representatives gathered today (July 18) from Peel Waters, its funding partner, Pension Insurance Corporation plc (“PIC”), construction firm GRAHAM, Homes England, Wirral Council and staff and students from Wirral Met College, who have all been instrumental in the delivery of Millers Quay, to celebrate the practical completion of phase one of Millers Quay.

Designed in collaboration with award-winning architects Howells, Millers Quay offers stunning architecture, drawing inspiration from the vibrant colours, metal and warehouses that defined the area’s industrial heritage in the 19th century.

These waterfront apartments also offer expansive views, south-facing common spaces, dockside walkways and access to new green spaces and micro-parks, inviting residents to immerse themselves in nature while enjoying urban conveniences.

With 100 new affordable homes included, this transformational residential scheme offers high levels of sustainability and social impact. Throughout its construction, a range of unique learning and employment opportunities have engaged the local community and students from neighboring Wirral Met College.

Wirral Waters is part of Peel Waters, a UK-wide portfolio of vibrant and innovative waterfront developments delivering large-scale sustainable regeneration projects, creating jobs, economic growth, new homes and new public space in all the country.

“For example, during construction, the average monthly spend on local labor exceeded £1 million per month, with 41% of construction costs being placed in businesses located within 50 miles of Wirral Waters. The benefits of reducing the distance that goods and entrepreneurs have to travel have contributed to the reduction of energy consumption, especially of fossil fuels.

“This Build-to Rent development has been funded through a long-term, regeneration lease structure, which operates as a fully amortizing loan, providing funding for Wirral Council that would not have been available from traditional sources. Wirral Council will now lease the buildings for 50 years, with annual rent increases linked to inflation, after which ownership of the building will pass to Wirral Council.”

Including many affordable homes in this development, working with Wirral Met College students throughout the build, engaging with the local community and showing how we are attracting vital investment inward demonstrates how regeneration can and will deliver for everyone from our neighborhood.”
