Program Development Officer at Sheffield City Council

We have an exciting opportunity to join the Service Improvement and Governance team in the role of Program Development Officer.

The Program Development Officer is responsible for leading teams to deliver projects that span one or more service areas.

In this role, you will be required to manage resources, schedules, funding and control guidelines throughout the entire project development lifecycle. This also includes managing project issues, risks and change requests to ensure successful and on-time project delivery.

You will have the authority to run projects on a daily basis, verify that the project produces the required quality results, within the specified time and cost limits and achieve the potential benefits defined in the relevant business cases.

This will require the implementation of robust workflows for all projects, with appropriate change control processes. You will regularly review and update project schedules and report significant differences to the Service Improvement and Governance Manager.

A key function is to identify, develop and initiate innovations and solutions where precedents and procedures may not exist. Will need a cross-functional approach to solve problems and implement change.

You will analyze decisions and actions to support the strategic direction of larger scale projects and also support senior management to find solutions for complex transformational work programmes.

Shortlisting will be done based on the criteria listed below:

Experience in providing all aspects of project management including planning, risk assessment and budget control

Experience of conducting consultations to inform the public about proposals, seek their views and accurately report these views to officers to assist decision making in shaping projects for delivery.

Excellent communication skills ensuring the community, partners and stakeholders are kept informed of project development progress.

Experience identifying and solving problems, including working collaboratively with others to initiate positive change.

Until 31 March 2026, employees paid in Band D and above are subject to a temporary pay reduction of 1.15%, spread through a monthly deduction from each pay period throughout the financial year. In recognition of the implementation of this temporary measure, those facing a reduction in pay will be granted three additional days of leave (pro rata for part-time).
