Plans to upgrade Carpenters Estate James Riley Point started after compulsory purchase order won – Newham Council

Newham Council’s ambitious Carpenters Estate regeneration scheme, one of the largest in the UK, has reached another new milestone.

Newham Council’s ambitious Carpenters Estate regeneration scheme, one of the largest in the UK, has reached another new milestone with the long-awaited Compulsory Purchase Order (CPO) for James Riley Point confirmed by the Secretary of State for leveling up and community.

Following planning approval for the wider regeneration and restoration plans for the 28-acre Carpenters Estate in February, the CPO’s confirmation means enabling work at James Riley Point can finally begin in the autumn, leading to the upgrade of 136 council homes through a £3.83m grant from the Social Housing Decarbonisation Fund. In addition to the new facade that allows for high levels of thermal insulation, each house will have air source heat pumps, meaning energy efficient homes to support household finances.

The Council’s ‘retrofit first’ approach to Carpenters Estate, delivered by its wholly-owned housing company Populo Living, will see at least 40% of the existing homes retained and upgraded, including refurbishing James Riley Point to Passivhaus standards.

Mayor of Newham, Rokhsana Fiaz OBE said: “It’s another step as we embark on the restoration of the Carpenters estate and start work on James Riley Point in the autumn. At every point we have tried to avoid this time consuming CPO process as we just want to get on with delivering high quality homes that our people can afford and tackle the housing crisis affecting Newham residents.

“Now that the CPO has been confirmed, we can continue to deliver our ambitious Carpenters Estate regeneration scheme, which residents living on the estate overwhelmingly support. They know that the £1 billion scheme, which will be delivered in several phases over the next decade, is proof that we are investing in our people and communities. The James Riley Point Upgrade Scheme also means residents will save money through high-quality energy-efficient homes, which will mean cheaper bills and be better for the planet as we do our bit in the face of the emergency climate.”

Populo Living CEO Deborah Heenan said: “We look forward to finally starting the regeneration of Carpenters with the redevelopment of James Riley Point, providing 136 affordable low-carbon homes for our residents, along with a state-of-the-art community and community sports centre. to enjoy. Most importantly, we retain firm ownership of Newham, which means we can deliver at pace and in the best interests of our residents, who are effectively our shareholders in over £1bn of investment.”

Carpenters Estate Regeneration is part of Mayor Fiaz’s ambitious housing agenda to provide homes that Newham residents can afford. The scheme is one of the largest planning applications ever submitted in London, which will deliver 2,152 high-quality, sustainable homes, with 50% in social rent. In addition, 314 existing homes (44%) on the estate will be restored to the highest green economy standards as part of the Council’s response to the climate emergency. The scheme has been designed to ensure that all existing council tenants, home owners and those with right of return can stay on the property. The masterplan also includes over 10,000 sq m of retail space and local amenities for cafes, restaurants, shops, makerspaces and more. It will also better connect the Carpenters Estate with a clear route to the new stepless entrance at Stratford Station.
