Birmingham appoints new chief financial officer

Birmingham Mayor Randall Woodfin has named Diana Bolden as CFO.

Bolden has worked for the city since 2014 and takes over for retiring Finance Director Kevin Moore.

Bolden served as chief accountant, manager of budget management and deputy director of the city’s Finance Department.

She recently stepped into the role of interim CFO.

She earned a Bachelor of Arts degree from Talladega College and a Master of Business Administration degree from Virginia College.

She is a member of the Government Finance Officers Association and Delta Sigma Theta Sorority, Inc.

As Chief Financial Officer, Bolden’s duties include overseeing budget preparation and administration, grant administration, investments, insurance and risk management, accounting, auditing; and the collection of taxes, licenses and other revenues.

She takes over the department at a time of turmoil.

Birmingham is still using last year’s $554 million budget after a cyber attack derailed the months-long budget process.

The city of Birmingham’s computer systems were down for about two months, forcing the city to keep its budget manually because the computers used for the finance department were not operational.

“On March 6, 2024, the City of Birmingham observed unexpected activity within our network that disrupted the operability of certain computer systems, including those used by the Finance Department to administer our budget,” Moore told the City Council on May 14.
