Public ownership of rail is coming into focus as governments plan transport overhauls

A new transport law was set out in the King’s Speech, The bill for railway passenger services (public ownership). was presented to Parliament on Thursday, July 18.

After years of poor performance, the aim of the Bill is to allow the Government to bring passenger rail services back into public ownership by changing the legislation to make the appointment of a public sector operator the default rather than a last resort.

Transport Secretary Louise Haigh said: “This is a clear signal of intent. Rail reform is at the heart of this King’s Speech.”

“As the passenger-in-chief, I said we would move quickly and get things right, and that’s exactly what we’re doing with this important and sweeping legislative agenda.”

“Our transit system is broken, but today’s bill will pave the way for better trains that work for everyone, no matter where you live.”

“After years of inefficiency, we have two weeks and the first steps towards rail reform are being taken today. The change begins now.”

This country’s railways are essential to connecting people across the country, and unlocking their full potential is essential to growing the economy and reducing transport emissions.

With five bills, transport has the biggest legislative agenda, with plans to deliver the biggest transport overhaul in a generation.

The transport bills set out in the King’s Speech will be essential to delivering the Prime Minister’s missions for the government and will be essential to sparking economic growth, unlocking opportunity across the country and accelerating to zero.

The commitments also see the Transport Secretary delivering on his strategic priorities.
