Oregon construction site roofing material supplier fined $92,000 for repeated fall hazard exposure

The Oregon Division of Occupational Safety and Health has fined a building materials supplier $92,226 for repeatedly failing to protect workers from potential fall hazards.

Citation issued to ABC Supply Co. Inc. followed the inspection of a construction site in Salem, where the company provides roofing materials.

The inspection found that two employees were using a conveyor system to load and distribute roofing materials to a home. One employee on the ground level loaded the conveyor, while the other employee on the roof took the materials from the conveyor and placed them on the entire roof structure. According to the inspection, the employee walked and carried materials on the roof without a fall protection system. The employee was exposed to a possible fall of up to 18 feet to the ground.

The rules require employers to ensure that fall protection systems are provided, installed and implemented where employees are exposed to a fall hazard of 6 feet or more.

Oregon OSHA conducted the inspection as part of its prevention program, which targets workers exposed to fall hazards. This was the third time since July 2022 that ABC Supply has violated fall protection requirements at Oregon construction sites. Oregon OSHA issued a penalty of $92,226 for the third repeat violation.

Under Oregon OSHA rules, penalties multiply when employers commit repeat violations. ABC Supply contested the subpoena.
