Man City’s full list of 115 charges and potential punishments as Liverpool and Arsenal watch

Everton and Nottingham Forest were both banned by independent panels this season after breaching Premier League profit and sustainability rules.

Forest were dropped four points but still managed to survive despite having their appeal turned down. Everton were also penalized 10 points for breaking the same rules, but after an appeal their penalty was reduced to six points in February. A second charge resulted in two more points.

Both deductions come as Manchester City face 115 charges for allegedly breaching league rules, with the precedent set for rival clubs waiting to see what punishment the Etihad outfit will face.

The allegations show Liverpool’s rivals committed more than 100 breaches between 2009 and 2018, which led to their referral to an independent panel in February. The club is accused of failing to co-operate with the Premier League’s investigation, failing to comply with PSR regulations and, most seriously, of providing false information about their finances for nine seasons.

During this period, City won three Premier League titles, three League Cups and an FA Cup.

If the allegations against City are proven, the consequences could be dire. However, this is still a big “if” and we are far from an outcome.

In theory, the independent commission could slap City with a Premier League points deduction, strip them of their titles or even kick them out of England’s top flight. Other possible penalties include stopping the club from playing league matches, ordering matches to be replayed, seeking compensation, canceling or refusing player registrations, a suspended sentence or making the club pay costs.

Of course, there is also the chance that no punishment will be handed down after the investigation is over. Full details of the case against City have not yet been revealed. Their hearing is scheduled to take place later this year with the aim of wrapping everything up by the end of the 2024/25 season.

Premier League CEO Richard Masters said: “They are very different allegations. If any club, whether they are current champions or not, were found to be in breach of spending rules for year 23, they would be in the same position as Everton or Nottingham Forest.

“The volume and nature of the allegations against Man City, which I cannot speak to at all, are being heard in a completely different environment. There is a date set for that procedure.”

With Liverpool, Everton and the rest of the Premier League under investigation, all the allegations City are being investigated for are as follows from a statement from the Premier League:

In accordance with Premier League Rule W.82.1, the Premier League confirms that it has brought to the attention of a number of alleged breaches of Premier League rules by Manchester City Football Club ( Club ) to a Commission in accordance with Premier League Rule W.3.4.

Details of the Premier League rules the club are alleged to have breached are as follows:

1. In respect of each of Seasons 2009/10 to 2017/18 inclusive, the Premier League Rules applicable in those seasons required a Premier League member club to provide, in the best faith, accurate financial information which provides a true and fair view of the club’s financial position, in particular in relation to its income (including sponsorship income), its related parties and its running costs, namely:

(a) for the 2009/10 season, Premier League rules B.13, C.71, C.72, C.75 (amended to C.79 from 10 September 2009 for the remainder of the 2009/10 season) and C.80;
(b) for the 2010/11 season, Premier League rules B.13, C.78, C.79, C.86 and C.87;
(c) for the 2011/12 season, Premier League rules B.13, E.3, 4, E.11 and E.12;
(d) for the 2012/13 season, Premier League rules 16, E.3, E.4, E.11 and E.12;
(e) for the 2013/14 season, Premier League rules 15, E.3, E.4, E.11, E.12 and E.49;
(f) for the 2014/15 season, Premier League rules 16, E.3, E.4, E.11, E.12 and E.50;
(g) for the 2015/16 season, Premier League rules 16, E.3, E.4, E.11, E.12 and E.50;
(h) for the 2016/17 season, Premier League rules16, E.3, E.4, E.11, E.12 and E.51; and
(i) for the 2017/18 season, Premier League rules B.16, 3, E.4, E.11, E.12 and E.51.

2. Regarding:
(a) each of the Seasons 2009/10 to 2012/13 inclusive, the Premier League Rules applicable in those Seasons requiring a member club to include full details of manager remuneration in its relevant contracts with its manager, namely:
(1) for seasons 2009/10 to 2011/12 inclusive, Premier League rules Q.7 and Q.8; and
(2) for the 2012/13 season, Premier League rules P.7 and P.8; and
(b) each of the Seasons 2010/11 to 2015/16 inclusive, the Premier League Rules applicable in those Seasons requiring a member club to include full details of player remuneration in its relevant contracts with its players, namely:
(1) for the 2010/11 and 2011/12 seasons, Premier League K.12 and K.20 rules;
(2) for the 2012/13 season, the Premier League T.12 and T.20 rules;
(3) for the 2013/14 and 2014/15 seasons, Premier League T.12 and T.19 rules; and
(4) for the 2015/16 season, Premier League T.13 and T.20 rules.

3. In respect of each of the Seasons 2013/14 to 2017/18 inclusive, the Premier League Rules applicable in those Seasons which require a member club to comply with UEFA regulations, including the UEFA Club Licensing and Financial Fair Play Regulations , namely:
(a) for the 2013/14 season, Premier League Rule B.14.6; and
(b) for seasons 2014/15 to 2017/18 inclusive, Premier League Rule B.15.6.

4. In respect of each of the Seasons 2015/16 to 2017/18 inclusive, the Premier League Rules applicable in those Seasons regarding profitability and sustainability, namely:
(a) for the 2015/16 season, Premier League rules E.52 to E.60; and
(b) for the 2016/17 and 2017/18 seasons, Premier League rules E.53 to E.60.

5. In relation to the period from December 2018 to the present, the Premier League Rules applicable in the relevant Seasons requiring a Member Club to co-operate and assist the Premier League in its investigations, including by providing documents and information to the Premier League with the highest good faith, namely:
(a) for the 2018/19 season, Premier League rules B.16, B.19, W.1, W.2, W.12 and W.13;
(b) for the 2019/20 season, Premier League rules B.16, B.19, W.1, W.2, W.12 and W.13;
(c) for the 2020/21 season, Premier League rules B.16, B.19, W.1, W.2, W.12 and W.13;
(d) for the 2021/22 season, Premier League rules B.15, B.18, W.1, W.2, W.15 and W.16; and
(e) for the 2022/23 season, Premier League rules B.15, B.18, W.1, W.2, W.15 and W.16. The commissions are independent of the Premier League and its member clubs. The members of the Commission will be appointed by the independent chairman of the Premier League Judicial Panel in accordance with Premier League Rules W.19, W.20 and W.26.

The proceedings before the Commission will, in accordance with Premier League Rule W.82, be confidential and heard in private. In accordance with Premier League rule W.82.2, the Commission’s final award will be published on the Premier League website.

This confirmation is made in accordance with Premier League Rule W.82.1. The Premier League will make no further comment on the matter until further notice.
