Keir Starmer’s election manifesto is expected to pledge to recognize a Palestinian state before a peace process is concluded, Sky News understands.

According to people familiar with the draft, it will say that a Palestinian state should be recognized as “part of a peace process” and not subject to a veto by other states in the region.

The wording will be seen as an attempt to appease his party’s left, which was angered by the leadership’s rejection of a ceasefire position for months after the October 7 attacks.

But the Labor Party insists there has been no change in Sir Keir’s position on recognizing Palestine through an international process and alongside a safe and secure Israel.

The manifesto – to be signed later today by party and union officials – is otherwise understood to be cautious about new commitments and to emphasize economic stability and national security.

It builds on the six key commitments Sir Keir set out during the campaign.

These include economic growth, recruiting 6,500 more teachers and tackling NHS waiting lists and anti-social behaviour.

But it does include a commitment to “turn down” migration, without including a specific target.

There is no commitment to reverse the two-child benefit cap, despite senior Labor figures criticizing it.

The manifesto will be officially signed after several hours of discussion at a “Clause Five” meeting today and will be unveiled to the public next Thursday at a key moment in the election campaign.
