W. Cornwall supervisors will announce Quentin Associates’ decision on July 1

The West Cornwall Township Board of Supervisors voted unanimously to hold a public meeting on July 1 to announce its decision on Quentin Associates, LLC’s conditional use application.

Located at state Routes 72 and 419, Quentin Associates has proposed a mixed-use development for the former Quentin Riding Club, with uses including an equine therapy facility, a Wawa gas station and various residential developments.

The conditional use hearing began on Tuesday, May 7 and spanned two hearing dates. The hearing ended on Tuesday, May 21.

Supervisors have 45 days to make a decision on the conditional use application. Although the decision was initially anticipated at the regular June board of supervisors meeting, attorney Eric Gibson said his draft decision and engineer Jeff Steckbeck’s recommendation require additional preparation.

The decision will be announced at a public meeting on Monday, July 1 at 6 p.m. in the West Cornwall Township building.

In addition, the supervisors unanimously passed a motion to provisionally award bids for the Main St., Zinns Mill Road and Locust Lane projects to J&S Paving and Excavating for $90,880, pending PennDOT approval.

Improvements include curb updates, new sidewalks and drainage for Main St. and Zinns Mill Road. Improvements to Locust Lane include tree removal and placement of a new drain.

Steckbeck also reported that paving project contracts were awarded to Asphalt Maintenance Solutions, LLC and H&K Group, Inc. to $20,102 and $37,250, respectively. Road works have not started yet.

To conclude his report, Steckbeck said he authorized six new permits in May, bringing the 2024 total to 21 permits.

In other news, until the July meeting, the following agenda items were tabled:

The property maintenance code is appealing the commission’s decision
Resolutions regarding sanctions, procedures and implementation of the Building Maintenance Code
Payment for water line easement on township property (plans originally approved in March)

The supervisors also unanimously proposed:

Appoint Clay Collins to the West Cornwall Planning Commission to fill the vacancy expiring at the end of 2024
Authorize the expenditure of $258,563.25 for the general operating fund, including $244,720.20 for the project at 67 W. Main St. and $9,148.86 for payroll and liabilities
Approve the minutes of the May meeting

The West Cornwall Township Board of Supervisors meets at 6:30 p.m. on the second Monday of each month. Meetings are held at the city building at 73 S. Zinns Mill Road and are open to the public. Next month’s meeting will be held on Monday, July 8.
